解放初期，東北某地。工程師周昌民（陶金 飾）研制的軍工產(chǎn)品引起了境外敵方注意，臺灣特務組織派遣白秉忠（韓非 飾）冒充周好友的侄兒混入軍工企業(yè)，并一度獲董廠長（凌之浩 飾）信任。白的到來引起公安部門高度重視，派專人對其進行監(jiān)視。白伺機竊取保險柜鑰匙，石神父（陳述 飾）配鑰匙時引起鎖匠(傅伯堂 飾)懷疑，既向公安局告發(fā)，此事給董廠長敲響了警鐘，他責成加強內(nèi)部保衛(wèi)工作。不久，白秉忠竊走圖紙，并威逼利誘周昌民跟他一起赴香港，此時周昌民已看清了白秉忠的特務嘴臉，他及時向領導作了匯報，并指出白盜走的不過是一份假圖紙，真圖紙早已轉(zhuǎn)移。特務頭子何主教（于飛 飾）遂起殺人之心......
